Suggestion: If you really want a touchscreen laptop without compromising the viewability and readability, get a Surface Pro or the Dell XPS and similar category touchscreen laptops.

Instead of investing in a touchscreen, Invest in good hardware, RAM, and SSD.

I am saying this from personal experience. There is no use of the Touchscreen after the first 10 days of excitement. You may never touch it again but will surely hurt your eyes. So do yourself a favor, and forget about a touchscreen laptop, if your budget is low.
